The Battle for the Next Generation Tanker: An Independent View

For over 50 years the Boeing KC-135 and 707 aircraft have served as the backbone of aerial refueling fleets in the US and International Air Forces. Most of those countries have embarked on replacement programs for these old tanker aircraft which has resulted in a “battle royal” between aircraft manufactures for this market. So far, the results are mixed with Boeing winning the early competition and EADS winning the latest competitions. The largest prize of all, the US Air Force KC-X program, is slated for selection sometime within the next 60 days. The potential for commercially operated aerial refueling services is also emerging in Europe and the US which could change the market dynamics for the future. These events will help shape the tanker fleets of the world for the next 50 years.
Mr. R. Steven Justice has worked tanker programs for over 15 years, first as the Engineering Program Manager for Advanced Mobility Aircraft at Lockheed Martin, and most recently as a consultant familiar will all the current potential tanker aircraft. He will recount the most recent tanker selections, update the status of the current KC-X source selection, and discuss the emerging fee-for-service refueling initiatives.
Mr. Justice is the Managing Partner of Advanced Aviation Products LLC, a small veteran-owned, entrepreneurial company that supports the development of cutting edge technologies, products, and services for the aerospace market. His diverse experience in the aerospace industry includes commercial and military aircraft programs at major aerospace firms including Lockheed-Martin, Gulfstream Aerospace, Northrop, and Delta Air Lines.
Mr. Justice is a longtime member of AIAA serving in many different capacities at the local and national level within the Institute. He is a former Section Chairman and a former member of the national Board of Directors as the Director of Region II. He has also served on AIAA national technical committees for Aircraft Design, Structural Dynamics, and General Aviation. Mr. Justice is a former FAA Company Designated Engineering Representative (DER) and is a licensed Professional Engineer (Aerospace) in the State of Georgia.
